The Lake Havasu City Police Department has issued a community notification for two Level 2 registered sex offenders, Dallas Henderson and Ronald Jones, who are now residing in Lake Havasu City. Both individuals have completed their sentences and are not currently wanted by law enforcement agencies. The notification was issued pursuant to Arizona Revised Statute 13-3825, known as the Sex Offender Community Notification Law.

Dallas Henderson, 36, a white male described as 5’ 11” tall and weighing 175 pounds with brown hair and hazel eyes, currently resides at 3940 Chemehuevi Blvd. in Lake Havasu City. His criminal history includes a 2013 conviction for lewd conduct with a minor child under sixteen in Boise, Idaho. Henderson was also convicted twice for failure to register as a sex offender, with incidents in Bonneville, Idaho, in both 2016 and 2018.

Ronald Jones, 45, a white male who is 6’ 03” tall and 230 pounds with blonde hair and hazel eyes, lives at 2493 Calypso Dr. in Lake Havasu City. Jones was convicted in 2008 of unlawful sexual intercourse with a minor child under sixteen in Los Angeles County, California. More recently, in 2023, he was convicted of failure to register as a sex offender within Lake Havasu City, Arizona.

The Lake Havasu City Police Department recently distributed flyers to residents living in close proximity to the specified addresses as part of its community notification efforts. Both Henderson and Jones have completed their sentences for their respective sex offenses. They have officially registered with the Mohave County Sheriff’s Office as convicted sex offenders and are currently residing at the listed addresses.

The community notification laws, which include Arizona Revised Statute 13-3825, are often informally referred to as “Megan’s Law.” This designation stems from a 1996 federal law and subsequent state legislation that requires law enforcement authorities to make information about registered sex offenders available to the public. The law was named after Megan Kanka, a 7-year-old girl who was raped and murdered by a sex offender residing in her neighborhood, prompting her parents to advocate for greater public awareness and legislative action.

Arizona law utilizes a risk assessment system to determine the potential an offender poses for reoffending. This assessment aims to gauge an individual’s likelihood of relapsing into criminal behavior through a series of questions and assigned point values. There are three levels of sex offenders in Arizona. Level 1 offenders are considered low risk and are not subject to community notification under state statute. Level 2 offenders, such as Henderson and Jones, are categorized as an intermediate risk. Level 3 offenders represent a high risk and are deemed most likely to reoffend. Both Level 2 and Level 3 sex offenders are subject to community notification.

The Lake Havasu City Police Department emphasizes that the intent of these notifications is not to cause fear, but rather it is believed that “an informed community is a safer community.” For those seeking additional information on crime prevention, personal safety, or wishing to join or start a Neighborhood Watch Program, the Lake Havasu City Police Department can be reached at (928) 855-1171.
